Today we can create public or private filters for recommendations, grouping for example recommendations for a specific cluster or namespace. For some companies its a requirement to allow users to see only their specific recommendations.

The idea is to enable RBAC on the public filters allowing an administrator to set specific views to targeted audiences. (Ex: A specific group can see only namespace A,B,C from the cluster X).
