Support keyboard shortcuts in comments

When typing a comment on a PR it should be possible to submit the comment by using a keyboard shortcut.
Windows or Linux: Ctrl + Enter
Mac: Cmd + Enter
This should work for comments on the 'Conversation' tab as well as for comments within the 'Changes' tab.

We are looking at where to add keyboard shortcuts throughout the product. I am going to move this to Gitness because it will be consistent across Gitness and Code Repository.
