Today, once SCIM for Okta is enabled, all users are managed from Azure AD. Customer would like there still control within FME App to create users and groups

Once on the Harness platform, you have the ability to create groups that are not SCIM managed, even when SCIM is used to sync users and optionally some groups. Not sure whether you would be able to invite a user from Harness that was not known in your SAML (SSO) layer outside the product though. Please contact Harness support to confirm.
