In order to track mean time to remediation (MTTR) for individual teams, it's necessary to see what pipelines and/or test targets are free from Issues. This means the remediation of specific Issue Occurrences must be tracked, and not just the existence of an Issue in an entire Project.

Once this data is tracked, it also needs to be made available for querying and reporting in the STO dashboard Explorer data sets (in Looker).
