Harness TechDocs should support the mkdocs-include-markdown-plugin package so customers can use the following in mkdocs.yaml:

plugins:

- search

- include-markdown

and successfully build TechDocs content that relies on included Markdown files.

The customer is trying to use include-markdown in mkdocs.yaml, but the current Harness TechDocs build environment does not recognize or provide that plugin.
