For example, I have a target that I know I have a vulnerability, if I excempt that at pipeline level, all the targets that are going to pass there (because that pipeline serves 30 different targets) that's going to be excempting all targets that are being scanned. That not what we want.

when you exempt an issue, you exempt it at the pipeline level or project level.
When you pipeline level, it means it's applicable for the target which is being scanned in the pipeline.
What is the ask here? If the same target is part of multiple pipelines you want to exempt it across the pipelines (for the specified target)?
