Currently, Harness FME pipeline tasks create changes with a default title and description, making it difficult to identify the purpose of a change or distinguish it from others in the change history.

It would be useful to allow users to specify a custom title and description for the change created by a Harness FME pipeline task. This would make the change history more meaningful by providing context about what was changed, why the change was made, or which deployment, feature, or ticket it relates to.

This enhancement would improve traceability and make it easier to audit, search, and understand changes applied to feature flags over time.
