Prevent CI/CD infra throttling by enforcing global and partitioned concurrency limits, per-pipeline maxConcurrency, and queue-based guardrails so bulk triggers (for example, ~1000 parallel starts) are automatically queued instead of saturating shared runners, delegates, and clusters.
