Current state for setting up Outgoing Webhook integrations for Harness FME forces administrators to configure the integration manually for each project. For an organization with dozens or hundreds of projects, this likely will not be maintainable. There should be a way to apply the Outgoing Webhook integration to all projects (account wide) or to multiple projects.
