Harness ServiceNow integration, their current implementation of OIDC integration is not OIDC in the sense that the user logged onto harness is authenticated to ServiceNow. The feature request we would like to raise with Harness support is to implement the On Behalf Of oAuth flow detailed in the Microsoft document below. This would allow OIDC (user asserted token) auth between Harness and ServiceNow passing the context of the authenticated Harness user to the ServiceNow API.
