We would like all Internal Harness SMP platform health metrics currently sent to Prometheus/Grafana (and Looker dashboards) to instead be routed directly to New Relic, which is the enterprise-wide monitoring tool we use.

We cannot use Prometheus→New Relic ingestion due to cluster-level agent cost/resource concerns in EKS. Some example types of metrics -> SMP health metrics, When pipelines fail, etc.
