In the Harness Approval stage, when selecting a User Group, the dialog box doesn't enumerate all User Groups for visual selection. When searching for the name of the user group, it does show up. It is only when no value is provided that the scroll-down box stops prematurely.

This appears to be a UI limitation where the dropdown is using a fixed page-size limit (approximately 48–50 items) and does not include proper pagination in the frontend.
