Enable feature flag for ECS auto scaling

Hi,
We are wanting to get the following feature flags enabled for ECS since we will be using Terraform to manage our auto scaling policies.
- CDS_ECS_SKIP_APPLICATION_SCALING
Based on the documentation, we also need to have this feature flag enabled too?
- CDS_ECS_USE_CREATED_AT_DEPLOYMENT_STEADY_STATE
If that is correct please enable both flags.
