Harness engineer Raj Baghel asked us to enable the following feature flags:

PIPE_ENABLE_STRATEGY_FOR_CHAINED_PIPELINES

PIPE_POPULATE_STEP_DETAILS_IN_RUNTIME_ID_FOR_STRATEGY_CHILD_NODES

These enable looping strategies for chained pipelines and the corresponding UI visualization. This would help us optimize and simplify our destroy pipeline.
