Blank/unrendered screen before selecting feature flag - give more instructions

Before you select a feature flag, the screen appears to be unrendered, which has confused some of the team members. It currently appears like a bug. It would be useful to at minimum offer some basic instructions like "select a flag".

The browse panel and empty zero-state screen are being replaced by a list view. Clicking on Feature Flags will take you to a full width list of flags, eliminating the blank screen that used to appear to the right of the browse panel.
