Recommendations in CCM not filtering properly on label. Filtering by label "user_applicationci" does not actually filter the recommendations, which means we cannot filter by Application CI.

We need to filter by AWS Tag, not Cluster tag. Currently there is no way to filter the list of over 5000 recommendations for an application team to apply recommendations.

As discussed on the thread, the issue was happening due to the user_ prefix on the tags when looking for clusters. That needs to be removed.
