Enable Harness CCM Autostopping Rules to include an additional condition based on tag key-value pairs, not just the target resource.
Summary:
Enhance Harness CCM Autostopping Rules to support conditional execution based on tag key-value pairs, allowing rules to apply to multiple resources but only execute when specific tag conditions are met.
Current Behavior:
Autostopping Rules can be assigned to individual resources (e.g., EC2, RDS) but cannot include logic to evaluate tags before taking action. As a result, rules cannot dynamically adapt to deployment or environment state changes controlled by external systems.
Requested Enhancement:
Allow Autostopping Rules to include an additional condition that checks for one or more tag key-value pairs before executing an action.

We now support Dynamic tag based Imports wherein you can specify the tags of resources you want to import and any resources which match the criteria will be added Dynamically to the Rule for Ec2.
