Allow sorting on Recommendations by Cost Category Bucket

Right now, recommendations in CCM are nearly useless for United, as there is no way to easily sort through the 5000+ recommendations by Cost Bucket or Label.

I think this would be good. I would like to see this expanded to allow "Filtered" in the recommendation in addition to sorted.
