Allow read-only access to Command Unit details in the UI

PROBLEM: Currently users with Read Only permissions are unable VIEW the details of Command Units on a Command Script Step when using the VISAL MODE.

WORKAROUND: Use the YAML mode. This is unsatisfactory because it may require reading 1000s of lines of YAML (for a complex pipeline); and requires the user to understand the Harness structures which is unreasonable for user who isn't editing pipeline design.)

COMMENT: This appears to be a UI design issue not a permissions issue, because the full structure is visible in the YAML view.
