Add the ability to hit a sub url to trigger a traffic based autostopping rule

I need the ability to trigger an autostopping rule by hitting a sub url of the rule in Azure. In ticket 60642 I asked if this was possible in Azure, but apparently it's only available in AWS. We need this functionality in Azure please.
