Problem
A Freeze Window applied to an Environment blocks all deployments, regardless of which Infra Def is used. This prevents teams from freezing only the infra segment they own without affecting others.
Requested Capability
Add support for Freeze Windows that can be scoped to Infrastructure Definitions, with two selection methods:
  • Select one or more Infra Defs directly
  • Provide a regex / expression to match Infra Defs
Deployments should be frozen only when targeting a matching Infra Def. Existing Environment‑level freeze behaviour should remain unchanged.

Enables targeted, non‑disruptive freeze control in shared environments
Avoids creating duplicate environments just to isolate freeze behaviour
Better aligns with multi‑tenant, multi‑team operating models
Improves safety without slowing unrelated teams
