Add notifications about soon to be expired support for delegates

Hello,
we would like to be notified that the support for Harness delegates is about to expire due to not being upgraded to supported version.
Please consider different type of notifications i.e.:
- by e-mail
- coloured Harness UI notification in the top bar/menu
- integration with Teams/Slack

We now have delegate notifications available as early access feature where you can set delegate notifications for -
- Delegate Disconnected
- Delegate Expired
- Delegate Expires in 1, 2, 3, or 4 weeks
