Add a 'get all flags' function to the server sdk

It would be useful to be able to get all the flags and values using the server sdk and then use those values to bootstrap the client sdk.

Specific to our use case we use the .NET SDK and want to bootstrap the JavaScript SDK.

additionally and optionally it would be nice to have the option to not count the

getAllFlags

call in the metrics that expose "potentially stale flags" in Harness next gen UI
