Ability to Disable Delegates for Emergency Network Outage Scenarios

In scenarios where a specific region or network segment experiences connectivity problems preventing delegates from accessing necessary resources (e.g., source control, artifact repositories, cloud providers), administrators could quickly disable the affected delegates. This would:

Prevent new pipeline executions from being scheduled on the non-functional delegates, avoiding immediate failures and wasted resources.

Allow pipelines that rely on healthy delegates in other regions to continue operating without interruption.

Provide a more graceful way to handle unpredictable infrastructure outages that are outside of Harness's direct control.
