The problem that we are trying to solve is this: Our infrastructure is controlled by one team and it handles environment provisioning, delegates setup etc. However different engineering teams have different amount of traffic on different environments. Team A might have 30 users in Central US, while Team B has 500. And it could be the opposite for East Us.
To minimize the impact during deployments teams would like to consume all the environments set up for them at the Account/Org level, but would like an ability to group them at the project level so that they can deploy to environments with less traffic first.
